So for anyone who missed disabling it this way, I have a public service announcement. As administrator:

dism is 'deployment image servicing and management', comes with Win11. It's basically a package manager for Windows images. /Online doesn't mean internet, it means 'work on the currently active windows install'. And the rest should be obvious.
They might want to check out the company's latest attempt to convince the world that Recall is not an ill-thought-out privacy nightmare but instead a reason to spend some cash on a Copilot+ PC.
