Well how do MS do it? Cos the other cloud providers could do it the same way if Microsoft gave them access to the tools.

This statement is factually untrue! While you may not be able to bring your perpetual (boxed) licenses into the cloud (because Microsoft requires Software Assurance in any virtual environment) you certainly can bring your EA licenses with you into AWS! This can be particularly advantageous with products like MS SQL server.
