The EU is a work in progress and will remain so
a "progress" towards what ? There was a time when the principal argument for the EU was that it brought peace, but with its implication in the Russia-Ukraine war – to which the EU is not part in any way – even that arguments falls apart. So where is this EU thing going ? Because what I see is a power-grab by unelected and irresponsible carreer politicians, of which the current Ursula von der Leyen is a particularly good example of lies and corruption.

... young people who are fed-up with the official propaganda. I see that on my kids.
Also, I use Telegram as a messaging service, like Discord or WhatsApp, it has nothing to do with Facebook or Twitter, it doesn't host or publish posts. Making Telegram be responsible for messages that are exchanged on their platform is like wanting to make telecom operators be responsible for SMS messages.

Telegram has reasonably effective moderation functions for groups and channels, which is more than can be said of other platforms. This is pretty good at reducing spam but, of course, in echo chambers where people want to read that shit, there's not a lot that can be done.
Legally, considering how little advertising runs on the platform, it's going to be difficult for the EU to enforce anything.

'Disinformation' is nothing new, but in the EU (and for the Democrats in the U.S. and their kindred Chinese Communist Party) it now means 'anything we disagree with or that exposes our lies or hypocrisy'.
I've often wondered how much The Reg is getting to join the WEF global censorship bandwagon.
The same Reg that has old curmudgeons banging on about how bad AI is. Definitely the kind of people who are on the wrong side of history.
