Because SoTA fabs are enormously expensive and there's a long history of companies attempting and failing at vertical integration?
And if ASML stopped selling EUV systems, I suspect TSMC, Samsung, and Intel might just fund the development of an alternative. Right now that move doesn't make financial sense, because ASML is a good partner and duplicating its tech would be prohibitively expensive. But there's a big difference between monopoly supplier and no supplier at all.
