He already gives a hint on how to solve this problem himself by saying:
"While Altman may not need $7 trillion, he did argue that advancing AI will likely cost more than people think, and would require investment on a global scale."
Restricting or crippling financing and commercialisation of the tech and the products and services that make use of it as much as possible on a global scale would be a good start, even if I fear it'd be still insufficient to contain the problem.

There’s something of the night about this Altman character, that leaves a somewhat bitter taste in my mouth. Unlike Michael Howard, Altman is just another of the many excessively immodest people feigning platform confidence, many of whom really need to stop, think, look around, discuss, and so on…

He, and Musk for that matter, believe that data and comprehension are the same thing, and have said so many times. The latest chatbot models have algorithms processing bits of chat and then feeding it back, which is great, but it's still a dumb machine. And going too deep with too much data only makes things worse, and is never going to produce any intelligence. If you check out his reading material, it's all business books. He might not have been a conman when he started out, but if he avoids the science, he is now.
I don't understand how all this invested money would repay itself. I do understand Nvidia's business model - they're selling the shovels of this gold rush - but how is OpenAI ever going to earn truckloads of money ? I did try some of these generative things (images and texts), and while sometimes funny the results were invariably useless. Like 100% useless.
And don't come with Google : their service was useful at the very first day. They drifted away from it but at the beginning it was good, even though I didn't understand their free business model either.
