    Mercalli, not Richter

    Richter magnitudes do not change depending on where someone experiences the earthquake. You're probably thinking of the Mercalli intensity scale.

    The fab itself might be undamaged, but it takes a LOT of water to make a wafer, and earthquakes have a nasty habit of severing water mains.
