So, which is it? Mandatory rules or a "please don't do that" paper?
My guess is some voluntary guidelines because mandatory rules are rather futile. The ML/GPT systems are out there and you cannot put that genie back in the bottle. Now telling people "you may not use this for X and Y" is like demanding that the world stops spewing propaganda. Not gonna happen.
It means that they will regulate what equations you can run, what numbers you can feed them and what results you cannot get under any circumstances.
It's like you can calculate all you want, but you cannot use numbers that you have not come up with or didn't get licence to use and you cannot ever come up with equation that will give following results:
