Most likely it isn't, but it will at least greatly limit their freedom of movement not being able to visit any country with a US or UK extradition treaty. And who knows, maybe Putin is deposed or dies, is replaced by someone less terrible, and they turn over a new leaf and stop looking the other way for cybercriminals.
Or they will be unforgivablystupid, like the "Russian infosec boss" in the other Reg article who thought he'd be able to fly to Switzerland on a private plane with his family for a ski holiday without anyone knowing who he was.
