I guess that's a risk, but does the author have a better plan to stop the tyranical emperor Xi from imposing his rather unpleasant 1984 style will on the rest of the world via the medium of the millions of STEM PhDs he has directed to build tech dominance in every autocrats favourite fields? Sometimes people forget that the US did not declare this new cold war, they just reluctantly realised that Xi already had privately declared it already about 10years ago.

I'm not of Asian origin (never travelled there), I've spent half of my life under a Communist dictatorship regime and I occasionally read Chinese newspapers (in English) to taste their propaganda too. I'm not interested in changing your opinion but my vision is different.
The Military Industrial Complex would like nothing better than to have another multi-decade cold war they can load up the budgets on. If it escalates into actual conflict, well, then they get to play with their "toys." And make no mistake, a lot of them think it would be "fun" to play.
How can you avoid such a significant chunk of the American mindset itself (we "lead the free world") from falling into the trap of being so easily manipulated by simply giving them an enemy, ala 1984?
They sure don't remember all the times America has been at war and lost thousands or tens of thousands if not more lives, not to mention the hundreds of thousands who return disabled, only to be abandoned on the streets. They don't remember the times those wars have been fought over false pretenses, or over "patriotic" ideals that didn't matter in the real world of day to day life, or when they were blatantly lost and buried as quickly as possible from the media.
War is an ugly business. But make no mistake, to some, all they care about is that it is a profitable business.
I'm not sure I would extend that to the UK. Glorification of the armed services is vastly higher in the US that the UK.
I was taking a flight from Nice back to the UK the other day. The next gate was a Delta Airline flight to New York and I was surprised to hear the announcement inviting US armed forces to board first.
This is their official statement on the matter: "The Armed Forces community is a remarkably important part of what we do at Delta. This is one more way Delta can show gratitude to those who sacrifice so much for us."

I have to say - if I was America I'd build a plant in Brasil to deny the country to China (on the basis that China is unlikely to build a plant in the country if there is a US one there already).
If I was China - I wouldn't build a plant in any other country than China - why would you invest so much money in a 3rd party country which may turn against you in the future?
Uncle Sam probably prefers to rely on CIA and brazilian politicians that despise their country (locally called "entreguistas", hand-outers, because they don't even try to sell the country, they just hand it out) to keep Brazil aligned with them. That plan was going perfectly fine since the 2016 coup, with Michel Temer's then chief of intelligence, general Etchegoyen, meeting with mr. "Chief of CIA Operations in Brazil", Duyane Norman, continuing on with Jaevil Bolsonaro, a real lover of the 1964 dictatorship.
