    Strange, I would have thought that Mexico is a prime candidate for solar on a massive scale - The combination of tropical + high-altitude means very high efficiencies can be achieved since the sun is close to overhead all year round and there's less of the pesky atmosphere in the way. So ROI should be extremely high.
