    ...Amazon won't be able to drill into the stats it privately holds on its merchants...

    More likely: Amazon won't be able to tap into the data and get caught (again). Amazon commits to playing nice, which is an euphemism for Amazon will be stealing and using any info and promise not getting caught again.

    These "big players" will only play nice when they are beaten smaller. Those 10% fines should be actively used.
