    Cost of doing business

    If it is cheaper to pay a penalty, than to hire a proper security team, then we will see more and more leaks.

    It's not that anyone actually cares apart from the victims.

    In the Keynesian spirit, every leak creates jobs, so government has no incentive to actually do something about it, especially when law enforcement is busy chasing another pimple laden basement script kiddie and have even less time looking into corruption, fraud and other pastimes of the officials.

    It used to be the case that all data was securely stored on internal servers, only accessible on-premise or through VPN. Now a lot of data is stored in the cloud and is directly connected to the internet. Therefore the attack surface is much larger and more leaks occur..
