It may be different in India. In the US, over 300 years, except the 1960s, higher education has been a money sink. Despite stiff tuition, most colleges run at a loss, subsidized by begging from alumni. (The "golden year" was when space-race promises finally cashed-in, just before that plan went broke.) The uni I went to, in the 1750s the tutors slept in the lecture hall because they could not afford to get rooms in town. It later merged with a newer school, in the 1920s the tutors slept in the Dean's home (and a huge shack made of WWI surplus), again because they were broke. India may have a better attitude to education and funding, but they are sure to also do some bits wrong.
