The ICO is not a government agency - its an independent regulator appointed by the Crown and secondly it does not issue fines, it issues Monetary Penalty Notices (MPNs).
Pedantic distinctions but important as to how the ICO operates and there is far more flexibility on the size of MPNs that can be issued compared to 'Fines' which operate within a specific structure set by the MoJ.

There is the contradiction. If you look on gov.uk, you will see that the "ICO is an executive non-departmental public body, sponsored by the Department for Digital, Culture, Media & Sport."
It is about as independent as my shoes are from me. My shoes were bought by me for me and nobody else wears them. If you read any of the documents about the ICO on the ICO web site you will see the same sort of civil service drivel expressed in the same language.

The ICO is a toothless and pointless nonentity.
This information includes ethnic and racial origin, political opinions, religious beliefs, sexual orientation, genetic and biometric data or health data.
Ask a random person in the street for all this information and I honestly think the best you can hope for is the polite response of "Fuck Off!"
But millions of people are handing this information over willingly simply so they can mindlessly access an online cesspit of brain farts
