    The cost of business.

    Google and their kind will fight legislation in each and every country. Only when it becomes more cost effective to have a global policy, rather than local one's, will anything change.

    It's why amazon have no plastic packaging in some countries, yet others it's rammed full of it.

    Its why some fast food chains have reasonable quality meat in some places, and left over sludge in others.

    The only way to fix the issues is for countries to have the same tough requirements, but until then, they will fight all the way.

      I assume there was some kind of meaningful equivalency to mobile phone units, but it would have been informative if the author had confirmed that. If not, then just garbage statistics.
