    Bad policy and corrupt government & companies

    If your policies are unfair to foreign companies, your own companies & government are always crooked, then you'll find exactly this situation. When your companies get caught cheating, you'll have no one to hold hostage. Typical gangster's dilemma.

    The problem with the Chinese, the Americans, and the Russians is all of them are dishonest business partners by nature. None of their corporations has any qualms about "bending" the rules WAY past the breaking point.
