Since Apple only makes chips to go into their own products unlike everyone else on that list who have signed up to support UCIe whose chips then go into kit manufactured by other companies, I don't see Apple not being part of it as a big deal as to whether UCIe becomes an industry standard or not.

Apple only make chips for their own computers now.
They aren't going to making SoCs for Samsung or selling M1 cpu Dell laptops
But they don't have a cloud business so a deal with NVidia to put an M1 on a GPU for machine learning in the cloud could work for everyone.
Except at the moment I suspect Apple can use all the chips TSMC can build
