    Looks more like a self-reassuring op.

    Like when it becomes crystal clear that your agency is not going to complete that arduous task that you were devoted for so many years of illegal surveillance, because the opponent is way more intelligent, better equipped and related than your entire organization.

      ... you may be kidnapped and rendered to a country with an extradition treaty with the US, so your body can enter the legal system and you can be given a public trial.
