    I wonder if craptia will put in a bid they do really good at the public table, taking money and not completing things then paying some back but still come out on top with money in their pockets.

      That's their whole business model:

      1. Win public sector project contract.

      2. Completely fail to deliver.

      3. Profit!

      4. Go to step 1.

      It has been working for them for years, why would they change now?
