Russia will have its own, as they do now, and when they they close the shutters, it is only their own domains that are important anyway. That is the whole point, although international big business might see it another way, when they can't contact their office on the other side of the firewall...

Russia and China both have made their nation's interwebs self sufficient to where they can keep their infrastructure going in the event of an all out cyberwar.
Firewall out the rest of the world but still remain functional at home.

That's fine but my point is that that Russia has NOTHING people outside the country need to access, so those of us who don't live in Russia have no reason to care if they cut off their internet.
If China is cut off, that's a different matter - you need access to all the support sites for stuff that's made in China. Though they could mirror those sites on the outside (and maybe they do, I don't really know which sites I visit are actually physically in China or not even when the company itself is)

I'm sure that this "self standing RU internet" was mentioned recently on Russian TV as a parry to a potential disconnect from world interbanking.
What with Kashmir having its complete digital infrastructure cut for various 'democratic' reasons, and the global information war blended with often ludicrous (but highly propagandised) sanctions wars, I think UK should develop its own stand-alone systems too, maybe even Scotland ought to be planning theirs...
