Well....
Keeping in mind that the perv was a contractor and not a full time employee direct hire, I'd say that the Bureau needs to have some words with the vendor that brought the contractor in, with at least one of those words being "refund"...
An FBI contractor has pleaded not guilty to charges that he installed a camera under a coworker's desk to satisfy his "voyeur" fetish. Joshua Green was working as a contractor in the J Edgar Hoover building – aka the FBI headquarters in Washington DC – last month. On July 26, one of his colleagues, who had just returned to …
This. And also remember we’ve learned through other recent high profile cases that the FBI doesn’t record suspect interviews, so there’s no proof. Even if you don’t think they would make this up from scratch (and to be fair I don’t think they would)...he could easily have used words with more than one possible interpretation, but those words are now gone, replaced with just an officer said “He admitted it!”
In the American Court System you should always plead "not guilty" and make the prosecution prove their case. They might get over-confident and screw up, or make claims that you can disprove and weaken their overall case. You might even be able to claim some mitigating circumstance if your lawyer can think of one. But if you plead guilty you have no control and they might even throw in extra stuff that you DIDN'T do just to make the case seem like a bigger win for them, or just open with an overcharged offense.
If they come back with a plea deal you can always change your plea to "guilty" to take advantage of it, but you can't change your plea once you have plead guilty.
Weird system you've got there! In the UK, pleading guilty often means a reduced sentence as you've admitted the wrongdoing and saved the court/Jury a lot of time and hassle. There's limits obviously. Kill someone and even with a guilty plea you'll still be spending a long time behind bars, but even then once you become eligible for release your guilty plea can help as it shows you've accepted your wrongdoing.
Thing is, if you plead not-guilty and the court finds that there's overwhelming evidence to suggest you did commit the crime, you're more likely to get a hefty sentence for pleading not guilty to a crime you clearly committed.
For the mental image of upskirt shots of J Edgar Hoover.
Even if the cross-dressing stories are untrue, he was still the proud owner of the biggest collection of soft porn to be found anywhere outside the Playboy mansion. Seems like he would have sympathised with the aim, although that may have been overruled by disdain for the incompetence.

I mean if it was so poorly placed that just the act of moving around abit whilst using the desk was enough to dislodge it then it can't have been that good a 'spy cam'.
More likely a small webcam.
Still..let hope they don't go for a suspenders sentence. Nor throw the (probably) creep in the s(t)ocks..
Mines the dirty macintosh. No need to push...
REG: But... you can't have babies.
LORETTA: Don't you oppress me.
REG: I'm not oppressing you, Stan. You haven't got a womb! Where's the foetus going to gestate?! You going to keep it in a box?!
LORETTA: crying
JUDITH: Here! I-- I've got an idea. Suppose you agree that he can't actually have babies, not having a womb, which is nobody's fault, not even the Romans', but that he can have the right to have babies.
FRANCIS: Good idea, Judith. We shall fight the oppressors for your right to have babies, brother. Sister. Sorry.
REG: What's the point?
FRANCIS: What?
REG: What's the point of fighting for his right to have babies when he can't have babies?!
FRANCIS: It is symbolic of our struggle against oppression.
REG: Symbolic of his struggle against reality.
