Not the way I read the report. "Computer misuse" accounts for 1,966,000 reported incidents, of which 1,300,000 are "Computer virus" and 667,000 are "Unauthorised access to personal information (including hacking)". That leaves -1,000 (rounding error) incidents for your name calling, PTW.
If there are 1.3 million virus infections reported to the police, there must be hundreds of millions of actual infections. In my country, I'd expect reporting a computer virus to the police to be at best a pointless exercise. Are UK cops more diligent? Or are expectations higher?
We have national crime recording standards. So assaults etc. are all recorded for the stats. Crimes with no victim, or where the victim is the Crown, generally aren't recorded (speeding etc.)
That's the theory. In practice recording varies. The Met, for example, won't record some offences by telephone whereas others do, so that keeps their stats low. In other areas crimes which could be either recordable or are non-recordable (discharging a firearm could be an offence against the Crown or against the person being shot) are recorded according to how the Chief Constable wants to massage the figures. It's supposed to be the most serious recorded, but it's up to the crime recorder how they interpret the alleged facts.

This has nothing to do with reporting crimes to the police. These crime statistics are produced from the Crime Survey for England and Wales (formerly the British Crime Survey), which is an annual survey of 50,000 people asking about what crimes they have been victims of, in face-to-face interviews so avoiding a lot of the obvious criticisms of less thorough surveys. The entire point being that many crimes, such as computer viruses but also more serious things like domestic abuse, aren't often reported to the police and so don't appear if you only look at recorded crime.
There are still plenty of criticisms that can be made about it, but it's generally considered to give a much better idea of the levels of crime than pretty much any other measures.
Talk about how crime is skyrocketing, it must be all the immigrants, we need to close our borders immediately. When he's corrected as to the reason for the increase, he'll just shout louder and his followers will believe him not the facts.
