Using your phone while driving is distracting sure, no argument there but..
"one in 10 people had listened to music through headphones when in control of a vehicle."
So.. what's so bad about this? Listening to music does not prevent you from concentrating (or at least it doesn't for me).
Generally speaking it doesn't matter if you can hear your surroundings or not while driving, so long as you watch your mirrors, watch the road and pay attention you won't cause an accident. Headphones or not.
