Just out of curiosity, Brazilian and other countries are using .gov addresses or accounts that seems to be from the Brazilian government? Some Brazilian security researchers (or, as you call them, state-sponsored hackers) may use .br, or .nameinstitute.br e-mails... if foreign hackers are using USA .gov accounts kudos for them :-)

I took that statement to mean that it was the likes of .gov.br or .gov.uk, (and also .gov since the US is mentioned in the list). Not that all are just plain old .gov addresses...
Personally, I'm not sure how easy it is to draw the conclusion that there state sponsored hackers just because they have a .gov address. More likely they're compromised .gov addresses, being used as a funnel, but who knows? If they really are government employees, they probably are stupid enough to use there work email address on a forum such as this... ;)

Time to start a new evil project: The Dork Web. Use an old version of PHPBB to power it. Put in there pictures of naked ugly people, malware that mainly infects the 1337 hax0rs's own computer, recipes for explosives as dangerous as a squirrel's fart, torrents with alluring names but without seeders. Make it apparently very hard to get into by not using the www. prefix. Spread the word and see what happens some time later.
