AT&T is correct; the money isn't going directly to them. It goes to the agency first, and then gets transferred to them. Sleight of hand provides a layer of deniability; Verizon exercises business right to increase fees. This is needed to cover the costs of abandoning copper-wire phone service & nudging users to "enhanced user experience" service.
There's nothing new here that Microsoft hasn't trail-blazed for US. Freedom of choice in a free-market society means freedom to unplug & do without, without paying a penalty.... errr, let my check my EULA.
In my "town" X, in the "county" of X, [X=X in this exercise] (VERY little research needed) we can not get FIOS from V, (best is DSL over 60+ y.o. over-head copper [even voice gets graded to a 2/3 person "party line" in damp/wet weather] )
Even the "dominate" cable Co. has a "special line-up" for us "poor" folk in this "county" w/out fiber.
Might as well be living in the sticks - it would be quieter than listening to the wigger "thump-mobiles" with my garbage/rubbish can for a muffler..

Here in western Massachusetts the state just announced a deal with Comcast to build out their network like AT&T in CA, while holding out on funding for the grassroots broadband projects. Smells fishy.
While in eastern MA, Verizon has discontinued copper in my suburban town, 27 miles west of Boston. I was transitioned to fiber against my wishes. Since I no longer have the copper advantage of service when the power fails, I have transitioned my landline number to OOMA VOIP, thereby saving $25/mo.
I may consider switching my internet to Verizon, though, now that I have fiber, as their service is 20Mb/s faster than Comcast (50 vs 30), for the same $70/mo.

Nice to have a little competition. Out here there's just Comcast ($80 here) and Verizon's shit copper. They put FIOS expansion on hold 5+ years ago. Our town is rolling out some sort of municipal wifi this year so hopefully that'll be something.

Truly, the boards of both AT&T and Verizon (and probably the other ones, too -- better safe than sorry) should be taken out and SHOT. Well, okay, maybe just give them life without parole. In the worst prison they can find. But really, either of those options is too good for them.
Of course, nothing like that will never happen. Instead, the big companies will continue to laugh all the way to the bank. They will screw the taxpayers by getting crooked and incompetent legislatures to hand over tax money to them, and will then screw the taxpayers AGAIN by continuing to charge ridiculous prices for crap service. Then the government will have to raise taxes again because they're out of money. It's just the way government works, folks.
A recently found copy of the Encyclopedia Galactica that fell through a time warp has an entry under "Telecomms Companies." They are defined as "A bunch of evil jerks who were the first against the wall when the revolution came." Viva la revolucion!
