And all too often it is because (in the above example) CEO is under the misconception (greatly due to media and some "conslutancies" spraying the kool-aid) that DevOps is magic bullet that suddendly changes everything.
Sometimes it would be good if the decision makers (perhaps with some help with some who really know) stopped to think and work out is that really suitable for your application(s) / situation.
Somehow there is the misconception that agile/devops/<next weeks buzzword> magically makes stuff happen faster and cheaper.
