    The malware is collected so that all the zero days in them and the virus itself can by reused by the agencies.

    The other alternative is that the billion dollar US tax dodging corporation has developed an outbreak of altruism and is doing it for free and the benefit of humanity.

    "We noticed Java and PDF exploits collected by our honeypot"

    The logical solution is to ban Java and PDF files from Windows machines. And make looking at 'source code' a crime with a penalty of life in solitary without parole.
