    Do these pacts cover freelance Chinese hackers, as in ex-PLA or even script kiddies? Or are all hackers ultimately working for the gov't ?

    I know most commenters will be cynical, but at least it's an affirmation that limitless spying is not OK. It'll take a lot more to stem the trend of ever increasing national and international snooping.

      Given that China has not abated its hacking of US companies one bit since signing its no-hack agreement with the US, clearly these agreements are worthless.

      But then what does anyone expect when entities sign pacts agreeing to not do something they always claimed they never did in the first place.

    These agreements almost seem like an acknowledgment of everything that has long been suspected.
