We have them here (the US) too. They're called "arsonists". Their services can be invaluable for speeding a process called "urban renewal", in order to displace the poor, who are often found thickly infesting neighborhoods otherwise perfectly suitable for gentrification.
If I was working for one of these companies, I'd be checking my mail with a Geiger counter or better still scanning + faxing it then shredding the original to maintain an air gap.
Maybe what we need is to add information terrorism (ie achieving political ends through manipulation of the Internet) to the list, so Government level resources can be used to deal with this threat.
