This will end up like many other things.. the legit guys will either go to the dark side of things or find another line of work. The crims and governments will carry on as usual since laws don't bother them. But, everyone involved with this agreement will "feel good" for "doing something".

Pretty sad to say, too, that many of them can't figure out how to take care of their own best interests and can't be bothered to care about everyone else's.
