Over-Provisioning Under-Provisioning Wombeling free.

I'd suggest the card is under-provisioned, the volume potential is smaller than the physical capacity of the card. Surely an over-provisioned card would be thin provisioned volumes, or is just counter intuitive marketing ploys?
