A quick Google shows the price for a Samsung Galaxy Tab S 16GB wifi only is $499 from most of the stores. Same as a 16 GB wifi only iPad Air 2.
At least in the US. Prices in the EU may differ, but not by all that much - given the recent strength in the dollar, Apple's exchange rates are probably quite so unreasonable as they used to be...
More likely because you just get an iPad. Choice of two sizes and a few capacities.
Not the choice of 5,000 Android tablets.
You simply don't know what the heck you're getting with the Android tablets, in most cases a very annoying, poor quality user experience, vendor specific tosh, variable quality user interface due to OEM tinkering.
... I'm glad they chose iPads. If they had access to the Google Play store, they'd binge on free apps like the attractive analogue clock that wants access to your contacts list and the ability to send SMS messages - etc. You just know their Android device would be pwned within a day.
I'm remember that when the iPad first came out there was lots of excitement about it, so the Parliament voted itself free iPads, one for every member (750 at a cost of about £400,000).
And only this year there was a photo tweeted from inside parliament which showed 106 empty iPad mini boxes.

If everyone must have a tablet, it shouldn't be up to MEPs to choose their favourite bling, it should be up to the IT dept to choose the most secure option.
And lock it down to within an inch of its life. No cloudy storage or Play Store or App Store for you, just enterprise apps.
Dishing out free iPads will work out a lot cheaper than letting MEP's vote to fund a European based research project to produce an equivalent device.
