One feels that many citizens will be poor saps, not the vendor. So expect pronouncements about loving small businesses that precede purchasing preferences for foreign small businesses with turnover in the billions. "We love local small businesses, but only if they have a big presence overseas to prove their viability" will be the translated refrain.
