This is going on all the time on a very large scale. I used to work for a satellite operator in an emerging S-E Asian country (supposedly very western-friendly) and a large part of the company's business was made selling communications to Myanmar and Iran, two countries under sanctions. They were even making a lot of money reselling high-tech US or EU-made satellite comms equipment to these two countries. With margins in the upper 3-digit percent range... I can remember seeing fellow staff leaving for Tehran or Yangoon with oversize checked-in baggage in big boxes.
Disclaimer: I was working for the part providing SAT TV and Internet to domestic customers. I got to learn this only a few months before quitting (that wasn't my reason for quitting though).
Anonymous because, well... one never knows. I think this information has made it to the newspapers anyway, at least in this unnamed country. Not sure elsewhere.
I was at a computer trade fair in Iran over a decade and a half ago and, amazingly, there for sale were high end Compaq servers and lots of other banned equipment. Resellers in the UAE and other local states were there to make a lot of money.
Weapons systems I'm sure can be stopped. Normal telecomms and computing kit is much harder to stop.
