ETSI public archive 1998 page.4 footnote.1 Hong-Kong (China) has been present at all the (secretish) meetings on how to set up worldwide internet interception since the very first meeting in Virginia in 1993. Of course this group just enabled the technical capabilities for monitoring, blocking, censorship etc and left the sovereign governments to define their own legal frameworks for use/abuse of the technology, or am I wrong?
