Now it's digital and IP-based, it'll be much easier to give every single citizen access to this information- democratising surveillance, and letting the people police the police. Not to mention creating the potential for crowdsourced law-enforcement (not vigilantes as such, just things like letting amateurs write ANPR code to use the camera feeds to help police bus lanes when the council can't be arsed to do it or allowing them to capture video of suspected drug dealers to relay to the police).
Oh, wait... that's not going to happen, is it?
