$40 million isn't too large of a sum considering the historical aspects of the facility, and the overall "coolness" factor. There are many viable options for the use of the building as well.
The biggest cost pitfall are the labor unions that will inevitably whine and cry if they aren't included. If they can keep the unions out then the cost will be much closer to the $15 million figure.
