If it's less than a certain value, and is declared, it's not officially a 'bribe'. A sweetener, perhaps, or just providing a comfortable place to negotiate, but not a bribe.
It's like shows where you can have that fancy pen if you hand over your details (email address, who you report to etc). If you're important (you can approve purchases, or are involved in vendor selection) you can get a half decent bag, or mug, or some other frippery to show your fellow workers so they get jealous.
Otherwise you get either some cheap tatt or nothing.
Yes, I had a collection of cheap tatt. I wasn't important enough to try and bribe. Not that I am that easy, but it would have been nice to be seen as important enough for them to make the effort. These days? Spam, spam, spam and more spam and not a single cheap branded pen to show for it.
