    The only way the US could limit it in any way would be banning open source AI and getting others to agree to the same. Of course that still doesn't stop China or whoever from developing their own AI (whether closed or open source) and using it to further clamp down on its people.

    Suspicious timing given Zuckerberg endorsed the concept of open source AI just this week...

      This is exactly the case with everything America tries to regulate out of existence. They kick off anywhere between 1 month and 25 years with of regulatory bullshit that impedes the rest of the world, yet paradoxically does not stop those that this is actually intended to limit.

      The how is: by the US government investing (subsidizing) AI as a critical technology, just like it is subsidizing chip production right now. Tens of billions of free money. And by not introducing any regulation that could harm innovation "cause otherwise Russia and China will overtake us". And reducing current "antiquated" regulations like copyright restrictions on possibly "allowing" companies or even individuals to forbid to scrape and use their info for training or heaven forbid ask compensation for it. Oh, and after subsidizing AI for many years, buy their "safety products" to incorporate in intelligence agencies (to find any own nationals who might for profit or by being gullible cooperate with them bad countries of coarse), military command centres, military equipment, police and law enforcement... to keep staying ahead of China and Russia.

      The hypocrisy to ask for so much "because he is concerned of safety" after bypassing the entire safety board before releasing his ChatGPT so that they had to learn about its launch via the press, with it starting this whole AI / LLM race thing. And later he even got the entire safety board plus the safety structure build around OpenAI dismantled after they did exactly what they where designed to do: pull the emergency brakes if safety was in jeopardy (or safety was completely ignored for the sake of profits?).

        NOBODY is worried about Russia overtaking anything, that's basically a failed state at this point that will be behind technologically for generations thanks to Putin except when it comes to finding new ways to murder civilians.

      Keeping AI development "open" is one way of "controlling the narrative", or at least putting everyone on an even playing field. To participate it becomes more practical to use the open code rather than starting over from scratch.

      The moment the source is primarily closed, a monopoly becomes more likely, RIGHT Micros~1??? Google?

      And if you look at some of the Chinese examples of AI, they are amusing. Sara AI was a Korean woman in a box. Another one they'd stolen the Western code. This was clear because it didn't understand local traditions or cultures. So when asking it for a picture of duck soup, it would show a duck swimming in soup.

    It can already be used to create artworks in the style of existing artists, write entire books, poems, songs... it's already a tool for billionaires to use and abuse and for corporations to use to exploit the works of creative artists for profit without even acknowledging them, never mind paying them.

    The ship has sailed. It's already a tool for dominating others, we're just now squabbling over who's allowed to use it.

    How very odd that Sam doesn't espouse or doesn't yet realise AI can easily defend itself against domination and other authoritarian third party abuses with novel effects which cause such abusers vast new deserved worlds of great unavoidable pain/serious serial extinction level distress.

    There again, maybe he does so realise, and he is just playing a role which has him able to better tend to the ethereal beasts unleashed as IT and AI smash down doors and crash through glass ceilings to demonstrate what is presently needed to be future provided in order to protect and server Secret Intelligence Service type lead with leading projects and events and programs and media shows and MMORPGames to follow and copy create/virtually realise. ?

    Some times, some such things are best kept initially to oneself, lest radically necessary plans for future globalised action be considered far too terrifying for an early sharing with the natives.

    Do not step into the way of that rollercoaster and try to deny the truths revealed, both fake and misleading and surprisingly honest, for it cannot be stopped and its strikes are deadly, as IT and AI further surf those tumultuous waves to/from originating source, in order that the worth or worthlessness of the resultant experience/experiment/vitalised contrived virtual reality be clearly shown to all.
