    "step in the right direction."

    The cynic in me agrees with your lede, that it's "Good time to be selling automation tools".

    The even greater cynic doubts the intelligence community is going to be forthcoming.

    But this is, indeed, a step in the right direction. At the very least, an inventory of what devices are connected to the network would be a big step forward.

    Methinks that US government's Cybersecurity and Infrastructure Security Agency’s order will only engage and result in headless chicken behaviour and activity for critical infrastructure defenders are being asked and tasked to look for something possibly invisible and practically intangible and against which there are no available effective attack or defence vectors.

    And you might like to consider and ponder on the fact that such a truth/revelation as is freely shared above is well enough known and ably exercised to their designedly unfair exclusive executive inequitable advantage by ideally, an engaging enlightened few ...... because for it to be realisable in the hands, hearts and minds of anything at all sinister is not something to be enjoyed and encouraged.
