For context, and without going into the political ramifications: Iron Dome is not considered "controversial" within Israel at all, rather it is seen as a great success. It has enabled a civilian population of millions to survive short-range missile attacks for years with almost zero casualties.
Granted, this is subjective and one sided, the population in Ghaza is suffering, and so on.
It's very odd how a purely defensive system is thought to be provocative, or even just controversial. Anyone who finds Iron Dome (or Cyber Dome if it comes into existence) controversial or provocative is just upset at the thought of Jews being able to stop themselves from being killed.
Well, it depends on context. During the old Cold War, for instance, any system that promised to intercept incoming missiles could be seen as undermining the premise of "MAD", and therefore as active preparation for launching a nuclear attack.
Of course that doesn't apply to this case, but it's an example of how a defensive system can be provocative.
