And when you find...
...the hacker in Russia, then what?
The US Military skunkworks Defense Advanced Research Projects Agency (DARPA) is hoping to build a platform to help bolster the treacherous world of attack attribution that would generate, anonymise, and share threat data. The agency is seeking proposals for an "Enhanced Attribution" program which would bring high quality " …
And when you find......the hacker in Russia, then what? .... Lost all faith
And when it is found the hackers and crack coders needed are in Russia [or China, or Blighty, or Japan or wherever else they can easily be and may be working with, exploiting and expanding their future novel presentation magic credentials and virtually skillsets, for that is what vulnerable and easily compromised SCADA Systems are taken down and out of Greater IntelAIgent Games with, then what, other than a fortune of fiat banked both on and off shore in their name for spending on life and love's luxuries if one transfers to prime time premier league play with their team, is more easily offered to attract and effect the change of initial product production? To imagine IT is driven, in the first instance, by anything other than a prime AAA primed business sense with a representative physical achievement in virtual cash sums reflecting maximum perceived value in prized product, is a folly for which nations pay dearly in times and spaces of international and internetional intrigue, for Great Game players are ...... well Anonymous Nationalists in a Live Operational Virtual Environment with Ultimate Mercenary Special Force Actors, and care nothing about history and tradition and established conventional norms of pre-programmed behaviour.
KISS rules in PEBKAC regimes.
Oh, and you might like to consider that any new breed of Masterly Racing New Orderly World Order player really needs to like what you have been doing in your efforts to command and control events and the future, dear boy, for them to even to think about considering a leading move from one space place to another. If you cannot satisfy that simply complex base criteria then you have no chance of avoiding the consequences of your machinations.
Although one can always hope that mercy is a concept which can be practised by victors and be available to the proven previously unworthy, and can you imagine the price to be paid for that accommodation?
Then a US court will issue a warrant for their arrest. And the CIA will do a secret kidnapping and then use enhance interrogation to extract a confession. Thus the miscreant will spend the rest of his life in a secret prison.
After all, we're the RED WHITE and BLUE and our secret government is the most/best our money can buy!!!!

"It should also sport algorithms to predict criminal campaign behaviour."
To do this properly, they need to look at everything that is connected - including cameras, etc, and incorporate face and voice recognition, number plate recognition, everything. They can then call the resulting system "the machine" and whoever is ultimately responsible for developing it should definitely ensure that even though it is designed to detect acts of terror, it should see everything: Violent crimes involving ordinary people. People like you. Crimes the government would consider irrelevant, and on which they won't act, so the developer should. He'll need a partner - someone with the skills to intervene.
They'll be hunted by the authorities, so will have to work in secret. You'll never find them, but victim or perpetrator, if your number's up... they'll find you.
Stop confusing Skunk Works and DARPA.
To put it very simply: DARPA is government research. Skunk Works is a group at Lockheed Martin.
Why the two exist are entirely different as well. Skunk Works wouldn't publicly reach out to other entities for ideas.
I've read other articles you've written involving the government, and most have some small errors to them. Take about 2 more hours and do a bit more research then take more time to actually TALK to people, not persons... PEOPLE. You just might be able to put together a decent article. When you make assumptions, speed write an article or twist it to your beliefs, it becomes a piece of crap and you lose credibility.
Something to watch out for if tempted to tempt DARPA with tasty penetration tested goodies ......
Hackers will seek sanctuary (either physically or virtually) in precisely those states that refuse to cooperate with international law enforcement. These so-called “hacker havens” will bene t from the presence of illicit criminal enterprises, which bring wealth and prosperity to previously destitute and remote areas. Authorities will use diverse tactics— such as offers of fake job interviews to lure suspects into the United States, or waiting until suspects move to locations where law enforcement is more cooperative—but these ultimately will have little measurable impact. In extreme cases, hacker havens could become pro table enough to drive signi cant economic development in some countries—a kind of deviant version of Information and Communication Technologies for Development (ICT4D) —leading those governments to of fer more than passive protection. ........ https://cltc.berkeley.edu/files/2016/04/cltcReport_04-27-04a_pages.pdf
Just a few more simple comments on that supplied quote from Scenario 1 … The New Normal/Center for Long-Term Cybersecurity, University of California, Berkeley [:- and isn’t that just so typically California of them to imagine any long-term cybersecurity normality being possible. Way to go, Cal]
If one considers the calibre of suspects which one assumes will be targeted, is it reasonable to expect that they will be able to be lured to a cess pool, or will they ensure a heaven be provided and guaranteed with all security needs and feeds? What does Uncle Sam provide that cannot be matched and bettered elsewhere without the air of fear and loathing so prevalent nowadays there?
Indeed, in the extreme cases which so effortlessly and quite magically morph into the many more usual cases and all manner of mainstream scenario events, is such the most likely norm and lowest common denominator for consideration if one wishes to profit and survive and prosper in both business and pleasure with the best of the best leading the rest with their wakes …… and such would quite logically lead to governments offering more than passive protection outsourced to off shore tax haven regimes, which is one of the old classics in the field.
